The cost to tow an EV in the Phoenix area isn’t a statewide number. Arizona sets no statewide tow-rate cap. Cities and counties may post local maximums. If police order a move, ARS 28-872 says you pay reasonable tow and storage before release. Tesla roadside won’t charge you on the shoulder. It tows to a Supercharger or a service center instead.

Arizona never published a statewide tow price

Drivers type “cost to tow an EV” and expect a rate card. The state doesn’t keep one. ARS 9-499.05 lets cities cap private-property tows. ARS 11-251.04 lets counties do the same. Confirm the current rate with the yard before you pay. A made-up typical hook fee would be a guess.

When a disabled car blocks a lane, an officer can order it removed. That power sits in ARS 28-872. The owner pays reasonable tow and storage before release. ADOT mails notice to the owner. Reasonable isn’t a published statewide figure. Ask the yard for the written bill. Ask when storage starts.

Private-property tows follow a different statute pair. The property owner must give written authorization, or police must request the tow. Skipping that is a class 2 misdemeanor. A mall lot or apartment gate isn’t a freeway shoulder. The invoice still comes to you.

Arizona has no toll roads and no toll express lanes. SB 1340 bars new ones without a new legislative vote. Loop 202 South Mountain is a public-private partnership, and it’s free. Texts about unpaid Arizona tolls are scams. A tow bill here isn’t a toll.

Factory Tesla help is a tow, not a charger on wheels. Tesla won’t charge on site. It tows to the nearest Supercharger or service center. That tow is billed. That’s the published pattern for out-of-charge calls.

If you wanted range where you sit, factory dispatch won’t do that. Ford tows to the nearest charger, home, or dealer within 50 miles. Rivian, Hyundai, and Kia owners have documented trouble getting a dead EV hooked. Ask for a flatbed if you call a factory line.

A mobile charge versus a tow is the real choice on a Valley shoulder. One moves the car. The other moves power to the car.

A dead EV isn’t a two-wheel hook

Most EVs need all four wheels off the ground. A wheel-lift that drags two tires can stress motors and the parking pawl. When the high-voltage pack is empty, the car may not shift. It may not release park the way a gas car does. A flatbed is the usual safe method.

That doesn’t mean every truck in the metro is a flatbed. It doesn’t mean every driver has EV training. Ask what they’ll use before they hook. Ask how they’ll release park if the 12-volt is also dead. A Tesla with no power has a specific bumper and transport sequence. Wrong steps become a repair, not a rescue.

The 12-volt is a separate failure. Heat cooks it. Phoenix averages about 111 days at or above 100F. It sees about 21 days at or above 110F. July highs average near 107F. A dead 12-volt can lock the car even when the traction pack is full. That’s a jump or a replacement on site, not a Supercharger tow. Tesla Sentry Mode and Cabin Overheat Protection keep drawing while the car sits.

Shoulder rules on I-10, I-17, and the loops

ARS 28-871 says get off the traveled lanes when you can. A vehicle disabled so badly it can’t move is exempt. Leave room for traffic to pass. Stay visible 200 feet in each direction. Keep the flashers on. Drivers behind you have a Move Over duty under ARS 28-775. They move over a lane if they can. Otherwise they slow down.

Don’t walk the travel lanes looking for a stall. Stay with the car if that’s safer. Arizona DPS Roadside Motorist Assistance will change a tire. It’ll bring gasoline or diesel. It’ll jump a battery, add water, and call a tow. Its published materials name gasoline and diesel. They say nothing about charging an EV. That’s a tire and fuel program, not a pack fill.

ADOT’s Incident Response Unit works Phoenix-area freeways from 5am to 8pm on weekdays. It also doesn’t advertise an EV charge. State help can make you safer. It won’t add range.

Heat and grade are why the pack hit empty

This metro isn’t one elevation. Phoenix sits near 1,135 feet at Sky Harbor. Northbound I-17 climbs toward Anthem at about 1,860 feet. ADOT posts a 6% maximum grade on that northern stretch. The Beeline, SR-87 toward Payson, posts a 7% grade into Slate Creek Canyon. US-60 east rises from Apache Junction at about 1,700 feet.

AAA’s 2026 study found about a 10% efficiency drop at 95F versus 75F. The same study found an 8.5% range loss. Recurrent used 345,622 trips from 300 Phoenix-area EVs. It reports 20 to 30% range loss above about 95F. Loss sits near 31% at 100F. Cabin cooling is a real draw. None of that is a Tesla-published figure.

Don’t treat the next public stall as empty, broken, or far. That distance isn’t a verified figure here. Named sites you can plan around include Level 2 charging at Sky Harbor. They’re in the Terminal 3 garage, the Terminal 4 garage, and the 24th St. station. EVPassport installed charging at PHX in 2022. A week in a hot garage is often a 12-volt death, not an empty pack.

Storage is the bill people forget

The hook is only the first line. ARS 28-872 ties release to reasonable storage as well as the tow. ADOT mails notice. Days in a yard add up on a schedule the yard sets. Confirm that schedule before you sign. Confirm whether the destination is a charger, a service center, or a storage lot.

A tow to a public stall can still leave you sitting. The stall may be occupied. The app may not start. The plug may not match. Tesla NACS, CCS, and J1772 aren’t interchangeable without the right adapter. A second move is how an out-of-charge call becomes two invoices. No verified typical second-tow price turned up in Arizona sources. Treat it as a real risk, not a number.

Ask the dispatcher the destination before the truck moves. Ask whether that site is a Supercharger, a dealer, or a general yard. Tesla’s own roadside is built around a Supercharger or service-center drop. That can be the right destination when you need service. It’s the long way around if you only needed a short Level 2 top-off.

When a tow is still the right call

Call for a tow when the car can’t roll, steer, or sit safely. A crash or a bent wheel needs a flatbed. A pack that won’t accept charge needs a flatbed too. In a minor crash, ARS 28-674 says move off the roadway when it’s safe. You aren’t at fault merely for moving it. ADOT may require and assist removal when no serious injury is apparent.

A monsoon haboob or a flooded crossing isn’t a charging problem. ARS 28-910 lets the state bill drivers who go around a barricade into floodwater. Stay out of the water. Wait for a proper recovery, not a charge truck.

If you’re on tribal land, you aren’t in a Phoenix suburb. Salt River Pima-Maricopa sits between Scottsdale, Tempe, Mesa, and Fountain Hills. Gila River includes Sacaton, Blackwater, and Casa Blanca, south of Chandler. Maricopa the city is in Pinal County. Confirm with the nation that has jurisdiction.

When power to the car is the shorter path

If the car is intact and empty, an on-site charge can be enough to roll. Operators typically add 10 to 20 miles in 15 to 30 minutes of charging. That’s charge time, not a promise of when someone arrives. They bring a native NACS plug. They carry CCS or J1772 adapters for non-Tesla cars. They can also jump or replace a dead 12-volt on site.

That quote is the operator’s quote. Charge Pro PHX doesn’t set it. Read how mobile EV charging is quoted before you compare it to a yard. Compare the full path: hook, miles, storage, and a possible second move. Don’t compare a hook fee to a charge quote and stop there. The state never published the hook fee anyway.
