There’s no honest single price for charging a Tesla in the Phoenix area. The bill follows your utility and the hours you plug in. APS markets overnight EV charging on its R-EV plan. That weekday window is 11 p.m. to 5 a.m. SRP’s Electric Vehicle Price Plan is closed to new enrollment. Read the energy charge on your own bill. That’s the figure that matches your meter.
Who actually sells your home kilowatt-hours
The Valley is split among five electric utilities. Service can change from one block to the next. Confirm the address with the utility before you pick a plan.
APS serves large parts of Phoenix, plus all of Surprise, Goodyear, Buckeye, and Queen Creek. Apache Junction, San Tan Valley, Litchfield Park, El Mirage, Youngtown, and Sun City sit on APS. So do Anthem and Gila Bend. SRP serves much of Mesa. Glendale, Arizona and Peoria, Arizona can be APS or SRP. So can Chandler, Gilbert, Scottsdale, Tempe, Avondale, and the town of Paradise Valley.
Mesa Municipal Electric covers about 5.5 square miles around downtown Mesa. ED3 serves the city of Maricopa in Pinal County, plus much of northern Pinal. ED2 serves Casa Grande, Coolidge, and Florence. If your Tesla lives in one of those pockets, skip the APS and SRP windows below. Confirm the logo on the bill first.
APS R-EV, the overnight window that still exists
APS publishes a residential EV rate named R-EV. Marketing copy calls it EV Overnight Charging. The weekday window they publish is 11 p.m. to 5 a.m. Arizona doesn’t observe daylight saving time. That window stays on Mountain Standard Time all year.
Plug in after 11 on a weekday and you’re in that window. Plug in on a July afternoon and you’re outside it. This page won’t print a cents-per-kWh figure. APS updates tariffs. Your last statement is the current source.
APS also names a Level 2 smart-charger rebate, plus APS Smart Charge. Program names are fair to cite. Dollar amounts aren’t, because they change. Check aps.com for what’s open at your service address.
SRP closed the EV Price Plan to new customers
SRP still lists an Electric Vehicle Price Plan. A February 2025 board decision closed it to new enrollment. Customers already on the plan may stay through the November 2029 billing cycle. If you just brought the Tesla home, you can’t join as a new signup. That’s the East Valley detail most national calculators miss.
SRP still offers an Electric Vehicle Export Price Plan for solar customers. A Level 2 charger rebate runs through the SRP Marketplace. EV Smart Charge is another named program. None of them set a Tesla fill-up price this article can quote. Use srpnet.com, or the rate schedule on the bill.
Downtown Mesa, Maricopa, and the Pinal districts
Mesa Municipal Electric publishes an Electric Vehicle Time-of-Use rate called E1EV. That one’s only for downtown Mesa’s municipal system. The rest of Mesa is on SRP. ED3 publishes EV TOU 2-10, plus smart-charger on-bill financing. ED2’s site didn’t show an EV-specific program when this was checked. If you live in Casa Grande, Coolidge, or Florence, ask ED2 what rate applies. Don’t borrow an APS overnight window you don’t have.
Build the cost from your car and your bill
Skip a blog’s invented fill-up total. Open the Tesla energy screen after a normal night at home. Note the kilowatt-hours added. Find the energy rate on the APS or SRP statement for those same hours. Multiply those two numbers. That product is what that session cost. It won’t match a friend’s house on the other utility.
Heat, range, and why the overnight window matters more here
Phoenix averages about 111 days a year at or above 100F. About 21 days hit 110F or more. July highs average near 107F. Cabin cooling is one of the bigger draws, according to NREL. AAA’s 2026 study found about a 10% efficiency drop at 95F versus 75F. Range loss was about 8.5%. Recurrent reported EVs can lose 20 to 30% of range above about 95F. Loss was near 31% at 100F. That dataset included 345,622 trips by 300 Phoenix-area EVs. More energy per commute means more kWh on the home bill. Overnight charging also lines up with APS R-EV hours.
Solar can offset daytime charging if the car is plugged in while the array produces. Home Level 2 on an off-peak window is usually cheaper per kilowatt-hour than a Supercharger. Compare a receipt with your home rate.
If the garage still has a 120-volt outlet
A standard wall outlet is Level 1. In this heat it’s often too slow for a daily commute. Start with what a Level 1 charger is, and whether it’s enough here. Sun City has the Valley’s oldest housing stock, and Youngtown is next. Those panels may need work before a 240-volt circuit. See when a Valley home needs a panel upgrade for EV charging. When you’re away from the plug
An empty pack on I-10 isn’t a rate-plan problem. Same for Loop 101 Agua Fria or a Tempe apartment lot. Arizona DPS Roadside Motorist Assistance will change a tire or bring gasoline. ADOT’s Incident Response Unit works Phoenix-area freeways weekdays from 5 a.m. to 8 p.m. Neither program advertises charging an EV.
