Florence is the Pinal County seat, not a short Valley hop

Florence sits at 33.0694, -111.4140 on the Census Gazetteer. Land area is about 62.6 square miles. ACS 2020-2024 5-year estimates put population at 25,570. Only 12.4 percent of housing was built before 1980. Driveway chargers are common in newer Pinal stock. The rescue calls still start after you leave that driveway.

This is the Southeast and Pinal Belt. Dispatchers treat Florence as a long-haul run, not a Loop 202 hop. Gila River communities such as Sacaton sit on nearby land with their own police. Downtown holds a National Historic District. The state prison complex is on the local map. Magma Ranch and Anthem at Merrill Ranch are the newer pockets. If you stall, get off the traveled lane when you can. ARS 28-871 applies outside a business or residence district. Don’t stop on the traveled lane if you can leave it. A vehicle disabled so badly it can’t move is exempt. Leave room for others to pass and stay visible 200 feet each way. Keep your hazard lights on while you wait. SR-79, the Pinal Pioneer Parkway toward Tucson

SR-79 is a long, exposed state route in full desert heat. Phoenix climate normals come from NOAA 1991-2020 via NWS Phoenix. They average about 111 days a year at or above 100F. July highs average near 107F in this desert. Don’t treat the Pioneer Parkway as a short connector. Check your apps and your nav before you commit the trip. Arizona DPS Roadside Motorist Assistance is statewide. It changes tires, brings gasoline or diesel, jump-starts batteries, adds water, and calls tows. Published DPS materials name gasoline and diesel. They say nothing about charging an out-of-charge EV. ADOT’s Incident Response Unit works Phoenix-area freeways, 5am to 8pm weekdays. Florence’s main approaches are state routes, not those freeways. Don’t wait on a freeway truck that isn’t assigned to SR-79.

SR-287, US-60 tie-ins, and Coolidge

SR-287 ties Florence toward Coolidge and the rest of the ED2 belt. US-60 tie-ins pull Apache Junction traffic from the Superstition side. Maricopa the city is in Pinal County, not Maricopa County. When the car is in a lot and still won’t wake

A lot of Florence calls aren’t empty packs at all. They’re dead 12-volt batteries after a hot park. You parked at the Historic District, at Merrill Ranch, or at Magma Ranch. You come back to dark screens and dead handles. The traction pack can still be full. The small battery that wakes the computers is not.

Heat is the usual cause out here. Battery Council International work, via Battery University, tracked starter-battery life in heat. Those batteries last about 47 months in hot climates versus 59 in cool ones. AAA names heat as the top cause of battery failure. In an EV, a dead 12-volt strands you even with a full main pack. It runs the door hardware, the screens, and the contactor for the main pack. The DC-DC converter recharges it only while the car is on or charging.

ED2 serves Florence, with no EV program on file

Electrical District No. 2 serves Casa Grande, Coolidge, and Florence. We read ED2’s site on September 18, 2026. No EV-specific rate plan or rebate was on those pages. That’s an observed absence on ED2’s own pages, not a guess about your bill.

ED3 serves the city of Maricopa and much of northern Pinal. ED3 does publish EV TOU 2-10 and EV smart-charger on-bill financing. Florence sits on ED2, not ED3. APS names R-EV, APS Smart Charge, a Level 2 smart-charger rebate, and Take Charge AZ. SRP still lists an Electric Vehicle Price Plan. That plan closed to new enrollment after a February 2025 board vote. Those Valley programs apply only if your meter is actually on APS or SRP. Confirm the name on your bill. What the state will not do

DPS can jump a 12-volt in the motorist-assist sense and call a tow. It doesn’t advertise an EV charge. Under ARS 28-872, police may order a disabled vehicle removed. Private-property tows need the property owner’s written authorization or a police request. Arizona sets no statewide tow-rate cap. Confirm every figure with the company on the phone.

Nearby Pinal towns, monsoon, and the last checks

San Tan Valley sits northwest on Hunt Highway. Coolidge and Casa Grande share ED2 with Florence. Apache Junction ties in on US-60. Maricopa is a separate Pinal city on SR-347, on ED3 power. Gila River land around Sacaton is sovereign. A dispatch that crosses that line is the operator’s to plan.

Monsoon season runs June 15 to September 30. Haboobs can drop visibility to near zero. ARS 28-910 is the so-called Stupid Motorist Law. Drive around a barricade into floodwater and you can be billed for the emergency response. Stay out of the wash and wait.
