A Chevy Bolt that won’t charge after a Phoenix afternoon is often heat. Packs derate or pause charging once they get too hot. Valley days above about 100F make that routine. Confirm the thermal notes in your year’s owner’s manual. NOAA, via NWS Phoenix, is the weather we can cite.

Phoenix averages about 111 days a year at or above 100F. About 21 of those reach 110F or more. July highs sit near 107F, and August sits near 105F. Overnight summer lows hang in the mid-80s, so the pack never really cools.

That’s why a Bolt can refuse a plug with miles still showing. Heat is the first suspect here, then the cable, then a cooked 12-volt.

Heat is why a Bolt often stops taking a charge

EVs protect the traction pack when it gets too hot. Charging dumps more heat into cells that are already cooked. On a 100F day, the car may slow the session to a crawl. It may pause it altogether. That looks like a broken charger. It’s often the car saying no.

Recurrent reports EVs can lose 20 to 30% of range above about 95F. Loss sits near 31% at 100F. That dataset included 345,622 trips by 300 Phoenix-area EVs. AAA’s 2026 study found about a 10% efficiency drop at 95F versus 75F. Range loss in that study was about 8.5%. Cabin cooling is a big draw, per NREL. A Bolt that sat in a Mesa lot at lunch cooks by 4pm. The dash may still show range. The charge port may still unlock. The session still won’t start. Wait in shade if you can move the car. Let the pack shed heat before you retry the plug. Don’t treat a heat pause like a dead stall, or like a tow.

East Valley, West Valley, and a parked afternoon aren’t the same

The Phoenix area isn’t one climate with one housing stock. A Bolt in Gilbert isn’t a Bolt in Sun City.

Newer East Valley and Pinal suburbs charge at home more often. Gilbert housing is only about 4.1% built before 1980. Maricopa, the city in Pinal County, sits around 1.9%. Surprise and Sun City West sit under 3%. The call there is often after work, after the car sat in a lot.

Sun City housing is about 88.9% built before 1980. Youngtown is about 51.8%. Parked cars there sit through hot afternoons. A missed overnight fill shows up the next morning. Your EV was plugged in overnight and still didn’t charge walks that driveway case.

APS serves large parts of Phoenix, plus Surprise, Goodyear, Buckeye, Queen Creek, and Apache Junction. It also serves San Tan Valley, El Mirage, Youngtown, Sun City, Anthem, and Gila Bend. SRP serves much of Mesa. The two share Chandler, Gilbert, Glendale, and Scottsdale. They also share Tempe, Avondale, and Paradise Valley. Peoria, Arizona, can split the same way. Confirm your address. Don’t guess the utility from the city name.

APS markets the R-EV overnight plan, 11pm to 5am on weekdays. Arizona doesn’t change clocks for daylight saving time, so that window stays put all year. SRP’s Electric Vehicle Price Plan is closed to new enrollment. That was a February 2025 board decision. Mesa Municipal Electric has an Electric Vehicle Time-of-Use rate named E1EV. It covers downtown Mesa. ED3 serves the city of Maricopa and much of northern Pinal. It publishes EV TOU 2-10. ED2 serves Casa Grande, Coolidge, and Florence. No EV-specific program turned up on its site.

Those plans shape a home bill. They don’t roll a charger to a Bolt on Loop 101.

Three won’t-charge stories that look the same from the curb

A refused session can be heat, the stall, or the 12-volt. Split them before you call anyone.

If the dash is alive and the port works, start with heat and the stall. If the cabin is dark and the fob is quiet, start with the 12-volt. If range on the cluster is near zero, you need miles in the pack. That’s a charge job, not a jump.

Heat pause

The car talks, then charging never ramps. The stall screen may look happy while the Bolt just sits. Move to shade if you can. Unplug, wait, and retry. If it starts slow, that’s derate, not a failed handshake.

Dead stall or bad cable

The dispenser is dark, frozen, or throwing its own error. Another handle on the same island may work, or a second site may. Reseat the plug until it clicks. Look at the cable for a crushed jacket or a melted handle. After a monsoon storm, look inside the port for water. Don’t blow it dry with compressed air. Water in the charge port after a monsoon is the storm version of this. Public charger connected but not charging is the handshake version.

Haboobs drop visibility to near zero. Don’t stand in a live lane to debug a plug during a dust wall. Get off the traveled lanes if you can, then wait it out.

Dead 12-volt

The traction pack can still hold range. The small battery runs the modules that start charging. If it’s down, the port never wakes, and screens stay dark. That’s a no-charge that isn’t an empty pack.

Check the cable and the stall before you blame the Bolt

Public hardware fails. So do home wall units. Try another handle if you can still roll. Level 1, Level 2, and DC fast charge use different talks. A dead DC stall doesn’t prove Level 2 is dead. A failed home circuit doesn’t prove every public stall will refuse you.

At home, reseat both ends. Check the breaker if you can reach it safely. If it trips again, stop. That’s electrician work. Charge Pro PHX doesn’t install home chargers.

Don’t pry a stuck handle with a metal tool. Use the charge-port release in your owner’s manual. A stuck cable is a different problem from a refused session.

Write down whatever the cluster shows. Share it with a Chevy dealer or the operator who quotes you. This page won’t map Chevrolet diagnostic codes.

The 12-volt can block charging with a full pack

Every production EV runs two electrical systems. The traction pack turns the motors. A 12-volt battery runs locks, screens, and charge logic. It also closes the contactors that connect the high-voltage pack. The DC-DC converter recharges the 12-volt only while the car is on. It also recharges during a live session.

Battery Council International work, via Battery University, tracked starter-battery life in heat. Those batteries last about 47 months in hot climates, versus about 59 in cool ones. A battery that might last five years elsewhere can fail in two or three here. AAA names heat as the number-one cause of battery failure. It also recommends AGM batteries for hot areas.

Confirm the 12-volt location in your year’s owner’s manual. Bolt layouts have changed across model years. This page won’t invent an under-hood map. Look for corrosion if you can see the terminals safely. Chevrolet didn’t publish a roadside voltage cutoff in the research we have.

Airport weeks and event lots cook both batteries

A week in a Sky Harbor garage is the classic 12-volt death. A Bolt left in that heat often comes back dark. That’s frequently the small battery, not an empty pack. Level 2 charging is confirmed in the Terminal 3 garage. Look for it on Level 1 west, Level 3, and Level 7. Terminal 4 has it on Level 4 east, zone B. The 24th St. station has it too. EVPassport installed charging at PHX in 2022. Those stalls still don’t keep a sleeping 12-volt alive all week.

East Economy garages A and B bake cars the same way.

Whether Phoenix-Mesa Gateway has on-site EV charging couldn’t be confirmed. Official amenities lists conflict, so don’t plan a Gateway fill from this page.

Long sits downtown do a shorter version of the same soak. Chase Field holds Diamondbacks nights. Mortgage Matchup Center, renamed in October 2025, holds Suns and Mercury games. State Farm Stadium in Glendale, Arizona, holds Cardinals games. Phoenix Raceway is in Avondale, not Phoenix, despite the name.

If the Bolt is already on a Valley shoulder

ARS 28-871 says get off the traveled highway when you can. That rule applies outside a business or residence district. A vehicle disabled so badly it can’t be moved is exempt. Leave room for traffic to pass, and stay visible 200 feet in each direction. Hazards on.

ARS 28-775 is Arizona’s Move Over law. Other drivers should change lanes or slow down around your lights. That’s for you, and for whoever works the car.

Loop 101 is Agua Fria on the west. It’s Pima on the northeast and Price on the southeast. US-60 is Grand Avenue going northwest, and the Superstition Freeway going east. Those are different segments of one numbered route. Northbound I-17 toward Anthem is a grade problem for a low pack. Black Canyon City sits on that same climb. ADOT posts a 6% maximum grade on the northern climb. That’s empty-pack geography. It’s not why a Bolt refused a plug in a Phoenix garage after lunch.

Arizona has no toll roads and no toll express lanes. Scam texts about unpaid Arizona tolls are scams.

Arizona DPS Roadside Motorist Assistance will change a tire. It will bring gasoline or diesel, and it will jump-start a dead battery. Its published materials name gasoline and diesel. They say nothing about charging an EV.

ADOT’s Incident Response Unit covers Phoenix-area freeways from 5am to 8pm weekdays. It clears crashes and debris, changes tires, and helps stranded motorists. No EV-specific mention.

The state may jump a conventional 12-volt. Neither program advertises bringing a Bolt a charge. Independent mobile operators fill that.

A tow moves the car. It doesn’t make the Bolt accept a charge

A hook is right after a crash. It’s right if the car still won’t wake after the 12-volt is handled. It’s a weak first call for a heat pause or a refused stall. You can spend the tow and still meet a pack that’s too hot to charge.

On-site work can jump the 12-volt. It can also add Level 2 miles. That can get you to a stall that works. The operators we connect you with bring a 240-volt Level 2 source. For a Bolt they use a CCS or J1772 adapter. That boost typically adds 10 to 20 miles of range. That happens in 15 to 30 minutes of charging. That’s charging time, never an arrival time.

Tell the operator what you already tried. Say whether the cabin is dark, and whether the stall looked live. Name the city if you know it. That briefing is how they bring a Bolt adapter, not a Tesla plug.

Carmaker roadside for out-of-charge is mostly a tow. Tesla won’t charge on site. It tows to a Supercharger or service center. Ford tows to the nearest charger, home, or dealer within 50 miles. Chevy didn’t publish an on-site charge policy we could confirm for a dead Bolt. Don’t assume factory roadside will plug the car where it sits.

When to stop troubleshooting and match an operator

If shade, a reseat, and a second stall still refuse, stop guessing. If the cabin is dark, don’t keep cycling the power button. If a 12-volt jump wakes the car and charging still fails, that’s dealer territory. High-voltage warnings after a successful jump belong at a Chevrolet service desk.
